Moscow Format Meeting; Muttaqi: We have established a government foundation with religious and national legitimacy

Bayan News – Amir Khan Muttaqi, the Acting Minister of Foreign Affairs of Afghanistan, stated on Friday, September 29th, at the Moscow Format Meeting that the Islamic Emirate has established a government foundation that possesses religious and national legitimacy alongside effective governance.

The fifth round of the Moscow Format Meeting was held in the city of Kazan, Republic of Tatarstan, Russia, with the participation of representatives from Russia, Iran, China, Pakistan, India, Tajikistan, Uzbekistan, Kazakhstan, and Turkmenistan.

In this meeting, Mr. Muttaqi addressed the representatives of regional countries, stating that in the past 45 years, no foreign approach under the name of an undefined concept of comprehensive governance has been able to resolve the crisis in Afghanistan.

He added, “We urge all countries, especially neighboring and regional countries, that if we do not present them with a version of governance, they should initiate official work with the Islamic Emirate regarding governance in Afghanistan.”

The Acting Minister of Foreign Affairs of Afghanistan further emphasized that the Islamic Emirate, considering history, culture, and particularly contemporary political realities, has established a government foundation that possesses religious and national legitimacy. “I hope that regional and global countries will also acknowledge this reality. In the past 45 years, no foreign approach under the name of an undefined concept of comprehensive governance has been able to resolve the crisis in Afghanistan.”

On the other hand, Zamir Kabulov, Russia’s Special Representative for Afghanistan, expressed concerns about the situation in Afghanistan and emphasized that Moscow will not spare efforts to bring peace to the country.

He stated that Afghanistan needs the formation of a comprehensive government and added that the caretaker government in Kabul has failed to fulfill its promises regarding combating terrorist groups.

Meanwhile, Hassan Kazemi Qomi, Iran’s Special Representative for Afghanistan and the country’s ambassador to Kabul, also emphasized the creation of a legitimate legal framework for governance in Afghanistan in his remarks.

Qomi stated, “Another fundamental and important issue that, once established, will extend the peaceful atmosphere to the region is the swift achievement of a legitimate legal framework for the caretaker government of Afghanistan. A framework that is based on the reality of Afghanistan’s diverse society and encompasses all ethnicities, religions, and languages.”
