UNAMA’s New Report: 28 Civilians Killed in ISIS Attacks Over the Last Three Months
Bayan News – A recent report from the United Nations Assistance Mission in Afghanistan (UNAMA) in Kabul indicates that 28 civilians have been killed in ISIS-Khorasan attacks over the past three months.
This report, covering the period from July to September of this year, was released on Thursday (October 31) and highlights four terrorist attacks claimed by ISIS.
At the beginning of the report, a reference is made to an ISIS attack in the Dasht-e-Barchi area of Kabul, which occurred on August 11. In this incident, an explosive device targeted a public transport vehicle, resulting in the death of one person and injuries to 13 others, with Hazara people being the primary victims.
On August 22, in the Dara Noor district of Nangarhar province, an explosive device targeted a vehicle carrying a Taliban official, resulting in the deaths of six children and injuries to four other civilians. Local sources previously reported that the victims were family members of Mohammad Yousuf Jamalzi, the head of security for the Taliban police command in Nuristan.
On September 2, a suicide attack in Kabul targeted employees of the Taliban’s General Directorate for the Monitoring of Orders and Decrees. According to UNAMA statistics, seven people were killed and 29 others were injured in this attack.
On September 12, in the border area between Ghor and Daikundi provinces, armed individuals killed 14 civilians and wounded four others. UNAMA reported that all victims in this incident were Shia Hazaras who were ambushed and shot after disembarking from their vehicle on their way to greet pilgrims returning from Karbala. ISIS claimed responsibility for this massacre, and the Taliban later stated they had detained or killed some of those responsible for the incident.
Victims of Border Clashes
According to UNAMA’s quarterly report, six civilians were killed and ten others were injured in border clashes between the Taliban and Pakistani military forces in Kunar, Nangarhar, and Khost provinces.
The report specifies that on July 1, 2024, Pakistani forces fired multiple mortar shells into residential areas in the Dangam district of Kunar province, resulting in the death of one woman and injuries to a boy and a man.
The report also notes that on August 12, in the Momand Dara district of Nangarhar province, a mortar shell fired by Pakistani forces during a clash with Taliban border guards killed three individuals—a man, a woman, and a child—and injured three others. Hundreds of local residents were displaced due to these clashes.
Detention and Torture of Former Military Personnel
In its report, UNAMA stated that between July 1 and September 30, at least 24 cases of arbitrary detention and 10 instances of torture and mistreatment against former Afghan government military personnel were documented.
UNAMA also recorded five killings of former military personnel during this period.
UNAMA’s remarks on the detention and torture of former Afghan military personnel come as the Taliban’s interim government has consistently denied such actions, stating that they are committed to upholding a general amnesty.
